Sandy soaks Bahamas, kills at least 21 in the Caribbean

NASSAU (Reuters) - Slow-moving Hurricane Sandy, a late season Atlantic storm unlike anything seen in more than two decades, slogged toward the U.S. East Coast on Friday after killing at least 31 people on a trail of destruction across the Caribbean.

Forecasters said the storm, with an expanding wind field already 550 miles wide, had begun merging with a polar air mass over the eastern United States, potentially spawning a "hybrid" super storm that could wreak havoc along the U.S. East Coast.

"Its structure is evolving as we speak because it's interacting with this weather feature at higher levels of the atmosphere," said Todd Kimberlain, a forecaster at the U.S. National Hurricane Center in Miami.

"The models are suggesting that the storm could actually become better organized or intensify a little bit, not due to the normal processes than we would expect for a tropical cyclone but more related this weather feature," Kimberlain said.

Most of Florida was under a tropical storm warning, and watches extended up the U.S. coast through North Carolina. Winds and rains generated by Sandy were being felt in south Florida.

Late Thursday, Sandy weakened to a Category 1 storm as it tore though sparsely populated low-lying southeastern islands in the Bahamas, knocking out power and blowing rooftops off some homes.

One storm-related death was reported in the Bahamas. Police said it was under investigation, but it occurred in Lyford Cay, a wealthy enclave of New Providence island that is home to the likes of actor Sean Connery, hedge fund billionaire Louis Bacon and Canadian fashion mogul Peter Nygard.

Sandy's driving rains and heavy winds were blamed for a number of deaths elsewhere in the Caribbean.

The Cuban government said Sandy killed 11 people when it barreled across the island on Thursday. At least 16 other lives were lost in deeply impoverished Haiti and three people were killed in the neighboring Dominican Republic and Jamaica.

The Haitian dead included a family of five in Grand-Goave, west of the capital Port-au-Prince, killed in a landslide that destroyed their home, authorities said.

The Cuban fatalities were unusual for the communist ruled country that has long prided itself on protecting its people from storms by ordering mass evacuations.

The National Hurricane Center said Sandy was about 460 miles south-southeast of Charleston, South Carolina, late Friday morning and packing maximum sustained winds of 80 miles per hour (130 km per hour) on Friday morning.

'A CATASTROPHIC STORM'

Sandy is forecast to remain a Category 1 hurricane as it moves over the Bahama, sending swirling rains and winds across area including Florida.

The Bahamas Electricity Corporation, which supplies power to most of the Bahamas, said Sandy had caused power outages on several islands.

Sandy was expected to move past the Bahamas by Friday evening and churn north toward the U.S. coast. Its forward speed had slowed to just 6 mph, however, making its final trek across the central and northwest corner of the Bahamas island chain very slow going.

Forecasters said Sandy was expected to come ashore in the northeastern United States late Monday or early Tuesday, and it could still be packing winds that are at or near hurricane force.

Weather trackers said hard-hit areas, prone to storm surge and coastal or inland flooding, could span anywhere from the Carolinas up to Maine, with New York City and Boston both potentially in harm's way.

"There may be hurricane force winds but it would be more like a winter storm than anything else we're used to seeing," said Kimberlain.

He said Sandy, dubbed "Frankenstorm" by another government forecast on Thursday, was unique because of its integration with the polar trough over the United States.

"We went through this same sort of thing back about 20 years ago around Halloween in 1991 with the 'Perfect Storm,'" he said.

Amid final preparations for the crucial November 6 presidential election, some forecasters are warning that Sandy could be more destructive than last year's Hurricane Irene, which caused billions of dollars in damage as it battered the U.S. Northeast and New England.

"This will then be a catastrophic storm for the Middle Atlantic and Northeast. It will not be a purely tropical system, with a core of powerful winds near the center, but rather more like a Nor'Easter, with strong winds over a larger area," said a forecast report on Friday from AccuWeather.com.

"Damaging winds will affect areas from Virginia up into New York and New England, leading to widespread power outages and property damage," it said.

At $4.3 billion in losses, last year's Irene ranks as one of the 10 costliest hurricanes, adjusted for inflation and excluding federally insured damage, according to the Insurance Information Institute, an industry group.

Tough decisions: vote makes my head hurt ? Sports Journalists ...

Home > #SJA2012 > Tough decisions: voting?s making my head hurt

In this greatest year in the history of British sport, the choice of who should win our coveted SJA Sportsman and Sportswoman of the Year titles ? the Daddy and the Mummy of sporting awards ? has never been more challenging.

It?s given NORMAN GILLER quite a headache

Bradley Wiggins: the Tour de France winner pays keen attention to what the papers say, even French ones

When Bradley Wiggins became the first Brit to win the Tour de France ? followed almost immediately by an Olympic gold medal ? the men?s prize at this year?s SJA British Sports Awards seemed nailed on for him.

But, innocent as I am sure he is, how saddled is he with the fall-out from the shaming of dope pedaller Lance Armstrong? The strain is bound to tell on Wiggins: yesterday?s launch announcement in Paris for the 2013 centenary Tour was dominated by questions about Armstrong, who earlier this week was stripped of his seven Tour de France victories.

Cycling is in crisis to the point where double decathlon Olympic gold medallist Daley Thompson is calling for the sport to be thrown out of the Games.

It is as bonkers as Boris Johnson dangling on a zip wire over the Olympic Park. Track and field has been heaving with athletes taking the steroid to paradise for years.

Discussing this with another Express expat, Randall Northam ? publisher, SJA Treasurer and athletics writer ? he summed it up perfectly. ?It is an entirely ridiculous, stones-and-glasshouses suggestion coming from someone from a sport that has given the world Ben Johnson, Marion Jones and Linford Christie,? he said. ?If you are going to ban cycling from the Olympics because of drug cheats, then athletics, weightlifting and swimming would be next in line. Where would you stop??

Kicking cycling out of the Olympics is not the answer. No, cleaning up the sport is the only way, with zero tolerance and instant life-long disqualification for anybody caught cheating.

Thanks to the cycling charlatan Armstrong, it seems to me that Bradley Wiggins has as much chance of becoming Sportsman of the Year as Victoria Pendleton of winning Strictly Come Dancing. That means it is not out of the question, but he is certainly not, as seemed likely, going to waltz to the title.

In any other year Andy Murray?s triple whammy of Wimbledon final, Olympic gold medal and then US Grand Slam would have assured him the award. But there?s the Olympic double of Mo-Mo Farah to consider, the plain sailing of Ben Ainslie, the velodrome victories of Sir Chris Hoy and the whizzing wheelchair deeds of David Weir.

Olympic boxing gold medal-winner Nicola Adams is one of a number of outstanding candidates for the SJA?s Sportswoman of the Year title

The women?s race is nearly as tight, with heptathlete Jessica Ennis a hot favourite but under pressure from smiling assassin Nicola Adams, clean cyclists Pendleton. Laura Trott and Sarah Storey, and coming up on the outside incredible Paralympian swimming sensation Ellie Simmonds.

And why do I refer to the SJA?s British Sports Awards as the Mummy and Daddy of sporting awards? A quick history lesson to show why the BBC?s Sports Personality of the Year award will always be playing catch-up?

The first Sportsman of the Year award was introduced by my old paper the Daily Express, and it was a cyclist who was the inaugural winner back in the London Olympic year of 1948. Reg Harris, silver medallist in the sprint, pedalled to first place.

The Sports Writers? Association (now the SJA) followed with their award in 1949, but lacked the publicity, muscle and money of an Express then selling 4.2 million copies a day.

BBC sports boss Paul Fox decided the Beeb should get in on the act in 1954, and to avoid being seen as a complete rip-off from the Express or the SWA, they called their award the ?Sports Personality of the Year?. It was first featured in their midweek flagship Sportsview programme.

In a postcard poll, Chris Chataway pulled in 14,517 votes to beat Roger Bannister into second place. This was a complete nonsense in the year that Roger not only became the first man to break the four-minute mile barrier but also won the Empire mile title ? in the ?Race of the Century? against Aussie John Landy ? and the European 1,500m gold medal.

It demonstrated, even then, the power of television: Chataway benefited from beating Vladimir Kuts in an electrifying 5,000m race, shown live on TV from London?s White City just two months before the award was announced. With all the new technology and progress in presentations, nobody has been able to beat the way Chataway and Kuts were picked out in a spotlight as they raced neck and neck on the final lap in their floodlit thriller.

The Daily Express and the Sports Writers? Association got it right that year, and awarded their trophies to Roger Bannister, who should have been a mile ahead in the BBC poll. The judgement of our fellow members, the sports journalists, have been as reliable ever since.

The awards project used to be the biggest thing on the Express budget when I was in the sports team in the 1960s and ?70s. Sir Max Aitken, son of Lord Beaverbrook, was sports mad, and encouraged a glittering ceremony at which he used to make the main presentation. First man to hand over the BBC?s trophy to Chris Chataway was their own presenter, Peter Dimmock.

Roger Bannister en route to the first sub-four-minute mile: not good enough for the BBC award in 1954, he was the sportswriters? Sportsman of the Year

Now the BBC awards show has grown so big they use our TV licence money to hire a major indoor arena for an evening of back-slapping (and some back-stabbing), while the Express does not even manage a whisper. This year?s SPOTY is coming live from the Excel Arena on December 16 ? 10 days after our awards ? in front of an audience of 15,000, and a spectacular show will be anchored by Gary Lineker, Sue Barker and the unstoppable Clare Balding.

The SJA ceremony, into its 63rd year, has settled down into a much-acclaimed lunch event, with the Sportsman, Sportswoman and Team of the Year winners chosen by members? votes. Our distinguished President Sir Michael Parkinson will make the main presentations this year at the Tower of London in front of an audience of around 500 media colleagues, as well as many leading sports figures and other celebrities.

We have been recognising the exploits of our sportswomen with an individual award since back in 1959, when long jumper Mary Bignal was the winner. She won it again five years later as Olympic champion Mary Rand.

To their everlasting embarrassment, the BBC last year managed to have a shortlist without a single (or married) woman on it. They blamed it on ?Fleet Street?, because it was the all-male sports editors who proposed the runners and riders.

No chance of a repeat this year. The shortlist for viewers to choose from has been increased from 10 to 12, and this time it will be decided by a mix of a dozen experts under the supervision of director of BBC Sport Barbara Slater, daughter of ex-Wolves and England footballer Bill Slater.

Joining Slater on the panel are Paralympic luminary Baroness Grey-Thompson, Olympic heptathlon gold medallist Denise Lewis, broadcaster Eleanor Oldroyd, sports journalist Sue Mott and UK Sport chair Baroness Campbell.

They will be joined in their deliberations by Sir Steve Redgrave, BBC?s head of sport Philip Bernie, programme editor Carl Doran (between them, the two men responsible for delivering SPOTY), and trio of newspaper sports editors Mike Dunn (The Sun), Matthew Hancock (The Observer) and Lee Clayton (Daily Mail). You will notice no female sports editor. That, chaps, should be an appointment waiting to happen anytime soon.

Now excuse me, I have a voting form to fill out. Pass the aspirin.

CRC Investigation ? 3rd Report | COUV.COM video, audio, insightful ...

An investigation into the expenditures and practices of the Columbia River Crossing (CRC) project has led to a release of a series of reports calling into question the transparency and accountability of the CRC project office. Tiffany Couch, principal of the Vancouver based forensic accounting firm Acuity Group, has just released the 3rd installment in the series which focuses on the questionable costs related to the Ruby Junction maintenance facility and the Portland Steel Bridge. The report also highlights inconsistent and potentially misleading comments made by the CRC Project Director in recent public testimony.

As part of its finance plan, the CRC project is applying for $850 million in funding from the Federal Transit Administration (FTA) through its New Starts program. Applications submitted to the FTA reveal that that the CRC is requesting funds for components outside of the originally proposed ?bridge influence area? (i.e. the 5 mile I-5 corridor).? These components consist of upgrades to Tri-Met?s current maintenance facility at Ruby Junction, as well as improvements to Portland?s Steel Bridge.

The CRC?s cost estimate for upgrades to the Ruby Junction maintenance facility is $50.61 million. Through two recent Tri-Met light rail projects (Yellow Line to Expo Center in 2002 and Milwaukie/Portland in 2012), the Ruby Junction facility has undergone upgrades to expand the facility at a fraction of that cost. The Yellow Line expanded the facility by 17 cars at a budgeted cost of $9.15 million while Milwaukie/Portland calls for an expansion of 20 cars at a budgeted cost of $8.10 million. The CRC proposed to expand the facility to accommodate 20 additional cars. Considering that the cost difference is $40 million more than recent comparable projects, Ms. Couch classifies it as an irregularity and suggests a full investigation by an ?agency of appropriate jurisdiction?.

Through various Public Records Requests, Ms. Couch has attempted to account for costs related to the Steel Bridge improvements in Portland; however the CRC project office has not provided any detailed cost analyses or budgets to date. The CRC office?s response to Couch indicated that ?Steel Bridge expansion and improvements costs are grouped with other costs in this [FTA} report and thus cannot be found in a specific cost code.? Couch contends that cost estimates can only be ?grouped? after a detailed cost estimate was performed. ?I don?t understand why they provided documents related to our public records request, yet admitted that the records they were providing would not give us the cost estimates we sought? Couch says.

Ms. Couch?s report also questions the testimony of CRC Project Direct, Nancy Boyd during the Washington State CRC Oversight Committee Meeting on October 9th, 2012. Asked on two separate occasions whether there were any costs related to the CRC project that are outside of the bridge influence area, Ms. Boyd claimed that there were not. Only when confronted specifically about Ruby Junction and the Steel Bridge did Ms. Boyd disclose these components as part of the CRC project. A full transcript of the testimony can be found in Ms. Couch?s report.

Ms. Couch?s report questions whether these project components are actually Tri-Met system wide upgrades being ?unfairly allocated? to the CRC project as a result of the possibility of receipt of a large amount of federal dollars.

Ms. Couch closes her report as follows: ?Lastly, it is our opinion that costs of the CRC project taking place outside of the proposed 5 mile ?bridge influence area? be clearly accounted for and explained to all decision makers (legislators approving funding, local elected officials representing citizens, and citizens who will eventually pay tolls on this project) to ensure ongoing accountability and transparency.?

Sprint rolls out new 4G tablet data plans November 11th, likely just in time for new(er) iPad, iPad mini

As a carrier trailing Verizon and AT&T in terms of subscribers and now 4G coverage, Sprint has made it a habit to undercut the other two on value. While its upcoming tablet-specific data plans won't necessarily be cheaper, they do promise up to 20 percent more data for the same price and still do not require a contract. Sure to come in handy now that it's offering the fourth generation iPad and iPad mini on its network, they are 300MB/$14.99, 3GB/$34.99, 6GB/$49.99, or 12GB for $79.99. There are also $10 and $15 offers for customers that also have Sprint smartphones that offer 100MB and 1GB of data, respectively, and activation fees for all 3G/4G tablets are being waived for a limited time. As you'll recall, Verizon and AT&T's offerings include 2GB/$30 (3GB/$30 on AT&T), 5GB/$50 and on Verizon, 10GB/$80 packages. Even if you're not an Apple user these plans apply for all 4G capable slates, with Samsung's Galaxy Tab 2 10.1 specifically mentioned. For those planning to pick up one of the latest iPads with wifi + cellular capability however, their mid-November launch date may have narrowed slightly , since these plans go into effect November 11th. Check the press release after the break or a post on its Sprint Community blog for more info.

Hey Facebook, Twitter is testing its own ?Like? button (and changing ?favorites? to ?Stars?)

Twitter has started rolling out changes to a select number of users today, including a new ?Like? button and a rebranded ?favorite? button that the company is now calling the ?Star? button.

A sprinkling of Twitter users have posted screenshots about the new Like and Star buttons, but the company hasn?t made an official announcement about them.

The features are very similar to some of the core mechanics of Facebook, which has always encouraged its users to ?Like? and share updates from friends. My guess is that Twitter wants to put more of an emphasis on its new activities stream, which currently shows you recent people who?ve followed you, liked your Tweets, or retweeted something you said. And with more users liking and ?starring? tweets, that stream could expand to show the collective activity from everyone you follow.

The new buttons would also probably bring Twitter closer to the?improved search and discovery it?s been targeting, as VentureBeat previously reported.

We?re reaching out to Twitter for official confirmation about the new buttons and to find out when it plans to roll out this update to all users. We?ll update this post with any new information.

Cops: Dead man wearing armor found at shooting scene

By NBC News and wire reports

INGLEWOOD, Calif. --?A man found dead at the property where five members of a Southern California family were shot -- two fatally -- was believed to be the attacker because he was wearing body armor and clutching a handgun, police said.

The loaded handgun was a .38 caliber revolver registered to 55-year-old Desmond John Moses. Inglewood police say Moses set his backyard bungalow ablaze before spraying bullets at his neighbors.

Investigators suspect Moses blamed the young family who lived in the front house for an eviction notice he had received from their landlord.

The dead man had "what appeared to be a gunshot wound to the head," wore body armor and carried additional ammunition in his pockets when it was found late Saturday, a police statement said.

While police could not conclude that the body is that of Moses until an autopsy is concluded, "the evidence suggests this is the case," the statement added.

The shooting rampage before dawn Saturday killed 33-year-old Filimon Lamas and his 4-year-old son. The father was shielding three of his children when he was shot, Police Chief Mark Fronterotta said. Lamas' 28-year-old wife, Gloria Jimenez, was shot in both legs but managed to carry the wounded 4-year-old out of the house.

Paramedics found her collapsed on the street. The child, who was shot in the head, died at a hospital.

Father dies shielding children from gunman who set home ablaze

Investigators believe Moses entered the family's home around 4 a.m. wearing a dark cap and a white painter's mask, according to NBCLosAngeles.com.

Authorities said he fired 10 times, also wounding a 7-year-old girl in the chest and a 6-year-old boy in the pelvis. An 8-year-old boy escaped injury.

The mother and daughter remained hospitalized in stable condition, Lt. James Madia said. The 6-year-old boy was released.

More on this story on NBCLosAngeles.com

Authorities launched a manhunt and evacuated surrounding homes after the shooting rampage, but it was not until hours later that they found the charred body because it was hidden under layers of debris.

"He was kind of a hoarder or pack rat," Madia said.

    Fighting eviction notice
The landlord told the Los Angeles Times?that Moses had been fighting an eviction notice and recently lost his case in court.

The newspaper reported Sunday that Moses has held a security guard registration with the California Department of Consumer Affairs since 1984. However, police said they did not know whether he was working as a security guard.

Moses lived in the bungalow for 17 years, while the family lived in the front house for 8 years, Madia said. The front house is next door to the home in which Jimenez grew up and where her father still lives. Several of her siblings live on the same block, the Times reported.

Jimenez had been concerned that Moses was "not all there," her brother Jaime told the Times. He said that Moses would only grunt when the family greeted him and complained when the children played in the yard between their houses.

    High school sweethearts
Relatives told the Times that Lamas and Jimenez were high school sweethearts who recently got approval for a home loan, and were looking to buy a bigger house for their tight-knit family.

Lamas was part owner of a local diner, neighbors and friends told the newspaper.

"All he breathed was his family," Jiminez's brother?Jaime told the Times.

"All he did, all he talked about, was his family," he told the paper.

15 Recipes for Halloween Candy | Brown Eyed Baker

    October 22, 2012 ???? 2 comments ?

I haven?t gone trick-or-treating in at least two decades, but my affinity for all types of candy has never waned. As a kid, I would come back from trick-or-treating and dump out my pillowcase full of candy on the kitchen floor, digging through my treasures to pick out my favorites. I always rejoiced over the full-size peanut butter cups (naturally) and thought very carefully about how I would ration my candy-eating over the coming weeks. My mom would allow us to eat one piece of candy when we came back in from trick-or-treating, and then the rest had to be put away for another day. If your neighborhood was anything like ours, your kids come home with an insane amount of candy. If you?re looking for some ideas of what to do with all of that leftover candy, check out the recipes below. They all use some sort of candy or candy bar as an ingredient, and there are even a couple of recipes for homemade versions of favorite pieces of candy!

5 things that could sink Windows 8

    1 day

The Windows?8 launch is finally upon us, and I guarantee you there are a lot of nervous people in Redmond right now. How could they not be?

You?re about to launch a new version of your operating system that is such a radical departure from what PC users have come to expect that it should be called "Windows We Hope You?re Ready for Something Really Different." Sheer inertia is certainly a concern. After all, the Live Tiles, panoramic Modern-style interface and new tools like the Charms menu all require a learning curve. But that?s not the biggest challenge Microsoft?faces. These are.

    1. Hardware is too pricey
One of the biggest reasons ultrabooks haven?t sold as well as Intel and its partners expected is that prices haven?t come down fast enough. You can finally find some in the $699 range, but that?s still about $200 more than the typical budget laptop.

Now, shoppers will be asked to pony up $1,100 to $1,200 to enjoy touch-based convertibles like the Lenovo IdeaPad Yoga, Sony VAIO Duo 11 and Dell XPS 12. Intel shared with us recently that its own studies show that consumers are willing to pay $150 to $200 more for touch, but I?m not sure that will fly in a down economy and a holiday season dominated by the cheap iPad mini, Kindle Fire and Nexus 7.

Windows RT devices like Microsoft?s Surface are more affordable at $499, the same as the iPad. But opting for the Touch Cover keyboard (the accessory being touted in Microsoft?s ads) brings the price to $599.

Windows 8-powered hybrids like the $749 Acer Iconia W510 (with keyboard) and Samsung Ativ Smart PC 500T (I swear I?m not making that name up) don?t have the same sexy industrial design as the Surface, but their Atom processors make these devices more versatile because users can run traditional desktop apps. You can get the W510 without a keyboard for a reasonable $499.

[MORE: Top 10 Windows 8 Hybrids]

    2. Windows 8 vs. Windows RT confusion
Shoppers will have a tough time telling the difference between the two flavors of new Windows devices on shelves this holiday season, because they both feature the same slick Live Tile interface. But there is a huge difference between the two platforms.

In a nutshell, Windows 8 PCs can run any app downloaded from the Windows Store as well as all desktop applications. Windows RT tablets and hybrids (powered by ARM processors) will be limited to Windows Store apps and Microsoft?s Office 2013, even though you?ll still be able to access the desktop for things like transferring files?off a USB drive.

Sounds like a pretty simple delineation, but as The Verge proved with some undercover testing, Microsoft?s own store employees don?t know the difference between the two operating systems. Microsoft responded to this eye-opening report by saying that all of its sales reps will receive 15 hours of training before launch. The clock is ticking.

[MORE: 8 Windows 8 Annoyances and How to Fix Them]

    3. Not enough apps
At last count there were nearly 3,500 apps in the Windows Store. And while there are a handful of compelling options so far, there are a lot more holes in Microsoft?s lineup than I would expect at this late stage. Where is Facebook? Twitter? YouTube? Dropbox? Angry Birds??

The good news: Microsoft will unveil plenty of high-profile apps either at the launch of its OS or shortly thereafter, hopefully filling in a fair number of these holes. But I still have serious concerns about the breadth of options that will be available. After all, Apple has 250,000 apps just for the iPad, thanks to its huge head start.

Microsoft also needs to prove that Windows 8 is a viable gaming platform and not just rest on the Xbox name, as it has done with Windows Phone. Shoppers need to see console-quality eye candy along with casual fare. I?m encouraged by the fact that the Unreal Engine III has been ported to Windows 8, however, which should help lead to Infinity Blade-style titles in the Windows Store. Titles based on the Unity engine will come after launch.

[MORE: Top 20 Windows 8 Apps]

    4. Crappy touchpads
Sure, Windows 8 works best with touch, but the sweet spot for most shoppers right now is $500 clamshell designs that rely on touchpads. Based on previous experience, I?m very worried that these pointing devices won?t deliver the smooth gesture support that will add up to a good user experience. On a lot of pre-production samples I?ve tried the touchpad didn?t always respond when I swiped in from the left to switch apps. And most of them didn?t support the gesture to move in from the left and quickly back to the right to see all of your open apps.

If notebook vendors can?t make pinch-to- zoom work well or two-finger scrolling, they?ll have an even harder time getting Windows 8 gestures to work reliably. I?m really hoping Synaptics, Microsoft and OEMs get it right, but it will probably take a while.

[MORE: Crappy Touchpads Could Kill the Ultrabook]

    5. Macs on the rise
Microsoft shouldn?t just be concerned about the iPad and the rumored "iPad Mini." It should take note that Apple is now No. 1 in notebook sales in the U.S. The 13-inch MacBook Pro is consistently the top seller at retail, and all you need to do is peek inside any coffee shop to see a sea of MacBook Airs. I?ve said this before, but the Mac's?OS X?Mountain Lion could prove more attractive than Windows 8?to those looking for a more traditional operating system this holiday, especially for those who own other Apple devices and like the idea of having iCloud keeping everything in sync.

[MORE:?10 Reasons to Drop Windows for Mountain Lion]

    Bottom line
Microsoft is reportedly spending $1.5 billion to launch and promote Windows 8, and the company has never been under more pressure to make sure that shoppers get the message. But what is that message? Is it that you can have your cake and eat it too with a Windows 8 PC that runs mobile and ?legacy? apps? That you can get all-day battery life, iPad-like portability and Office productivity with a Windows RT device? It?s actually all of the above, which is a big part of the challenge.

Although Microsoft?having a hero device like the Surface tablet?helps, Windows 8 will succeed or fail not based on how well the Surface fares. Just as with every other Windows launch, Microsoft will once again rely on an ecosystem of app developers and hardware?makers to make its software sing. All of the above five obstacles are not insurmountable, but they?re very real.

Russian forces kill 49 militants in operation: state agency

MOSCOW (Reuters) - Russian security forces have killed 49 militants in an operation across the North Caucasus region, where rebels are fighting to carve out an Islamic state, Russia's top anti-terrorism body said on Sunday.

The agency, which serves as a mouthpiece for law enforcement agencies operating in the region, gave no time period for the operation, which was launched days after President Vladimir Putin led a meeting of the country's Security Council.

Putin has pushed the North Caucasus insurgency, rooted in two separatist wars in Chechnya, back to the forefront of national politics.

He has told security forces to ensure that militants do not launch attacks on the 2014 Winter Olympics and other high profile events planned in Russia.

"A series of coordinated measures allowed for the suppression of the activity of a number of notorious leaders, members of bandit groups and associates and allowed for a significant disruption of the bandits' supply system," Interfax quoted an agency statement as saying.

Operations, which can often take place in residential areas in the patchwork of regions that make up the North Caucasus, can last between a few hours to a number of weeks with the involvement of local police and special forces.

The Caucasus Emirate which leads the insurgency has vowed to attack the Olympic games to be held in Sochi, west of the predominantly Muslim region where they wage nearly daily violence against local authorities and law enforcement officers.

The anti-terrorism agency said nine local leaders were among those killed and that 30 militants were detained. It said 90 militant bases had been destroyed along with 26 weapons caches.

Putin has promised to hunt down Russia's most wanted man, the self-styled Amir of the Caucasus Emirate Doku Umarov.

Missing Oregon barista's cell phone found

This DMV photo provided by the City of Gresham, Ore., shows Whitney Heichel.

    By NBC News staff

The cell phone of a missing Oregon woman was recovered Friday, police said, and they hope it will provide clues in the Starbucks barista's disappearance.

Whitney Heichel, 21, was last seen by her husband in a Gresham, Ore. apartment on Tuesday morning, when she left for her work shift to a Starbucks only about five minutes away from her home, police said.

Previous story: Oregon woman, 21, vanished during five-minute commute to work

Gresham Police said Friday they are trying to pull data and fingerprints from Heichel?s cell phone, and called it ?a very favorable find,? according to NBC station KGW in Portland.?Children playing in a field found the phone and it was turned in to police, KGW reported.

Authorities are also using dogs to search the area where the phone was found, according to KGW. That is about two miles from where Heichel?s abandoned SUV was found, as well as about a mile-and-a-half from a gas station where her bank card was used the morning she disappeared, KGW also reported. Her vehicle is a black 1999 Ford Explorer with tinted taillights and an Oregon license plate. Police found the SUV with a shattered window, as if someone had rummaged around inside.

Police also said Friday that Heichel?s husband is ?not a suspect? in the disappearance, however no one has been cleared in this case, The Oregonian newspaper in Portland, Ore. reported.

"The longer she is gone, the more this is concerning to us," Gresham police Lt. Claudio Grandjean told reporters Friday morning, according to the newspaper.

Hiechel is 5 feet, 2 inches tall and weighs 120 pounds.

Officials say any information to law enforcement is helpful, The Oregonian reported, and about 50 tips came in overnight. Anyone with information is asked to call the Gresham Police Tip Line.

Financing Basics: How Can Debt Consolidation in Indiana Assist You in Clearing Existing Financial Obligation

Author (selenamanchester). Submitted on Thu, 18 Oct 2012

Have you ever before been in a scenario where your personal debts just kept accumulating with no solution in sight? Getting stuck in a cycle of financial obligation can be dismal, but there's always a way out if you understand where to look for a solution. Debt consolidation in Indiana, for example, can help you handle your month-to-month payments.

Financial obligation consolidation permits you to incorporate several unsecured financial obligations-- like credit card financial obligation, auto loan, personal loans, and so forth-- into a single monthly payment. This measure can appease your creditors, and provide you with a lower interest rate than what you are presently strained with. This is done using the equity you have in your residence to refinance your current home mortgage at more beneficial prices.

With the refinancing scheme, you'll be able to remove cash to settle your personal debt responsibilities. However, this is not the only option you can use if you locate yourself in a tight monetary fix. Other options consist of debt management support, Chapter 7 bankruptcy, Chapter 13 bankruptcy, and financial obligation settlement. However you need to talk with financial experts ahead of time in order to figure out the best plan that suits your demands.

On the other hand, if you're one who is interested in purchasing properties, a residence which has undergone foreclosure in Indiana may be worth your financial investment. Undoubtedly, with today's economic truths, there have been a number of residences which have been confiscated by banks-- they are called realty had (REO) properties. However, financing REO residential properties requires added demands, and banks will not readily dispose of stated properties at a loss.

Not all interested customers are accommodated by these banks even if these institutions have a number of foreclosed properties at their disposal. They like to take care of customers who can show that they have access to enough moneying to make an effective bid. To enhance your chances of obtaining one of these properties, you'll require the aid of exclusive home mortgage providers.

With the assistance of private home mortgage companies, you can acquire pre-approval for a mortgage loan and make banks take you more seriously. With a pre-approval letter, you'll have a more powerful benefit over other prospective buyers for the foreclosed properties. THE RACE: Debate to juggle foreign policy, economy

The final presidential debate will focus on foreign policy. To stay on just the designated topic, however, President Barack Obama and challenger Mitt Romney may have to steer clear of China and the Middle East.

They probably shouldn't discuss Europe or much of the rest of the world, either, at Monday's showdown in Boca Raton, Fla.

That's because it's nearly impossible to separate foreign policy from the American economy. What happens over there bears directly on jobs and living standards over here.

Tensions in the Middle East can send gasoline prices soaring. Recessions in Europe are pummeling U.S. manufacturers. And a trade war with China ? the world's second biggest economy ? would carry huge risks to both nations.

China is both the world's leading exporter and the United States' largest creditor.

Still, both Obama and Romney are taking swipes at Beijing. Romney says he'd tag China a "currency manipulator" if elected. The Obama administration recently has rolled out a series of restrictive measures against Chinese products and investment.

Neither man wants to look weak on China. And China bashing long has been a staple of American presidential races.

Yet no less an old China hand than Henry Kissinger suggests anti-China rhetoric from both candidates is "extremely deplorable" in such fragile economic times and with leadership in both nations in transition or up for a vote.

A conflict between China and the U.S. would be "a disaster for both countries," says the 89-year old former secretary of state. "It would be impossible to describe what a victory would look like."

In the U.S., opinion polls peg the economy as the No. 1 concern of voters.

Obama implored attendees at a boisterous campus rally in northern Virginia Friday to make sure to vote. "I want to finish the job," he said. Romney and running mate Paul Ryan were campaigning together in Florida.
