Tynwald Extel to bounce back in Nottingham?s William Hill Stayers Trophy - Heat 2

A lot of people are questioning Tynwald Extel?s chances in the second heat of Nottingham?s William Hill Stayers Trophy on Monday, because the black dog suffered a shameful defeat last time around. After getting crowded right at the start, T. Munslow?s charge was in no position to make an impact. As a result, he ended up fifth on the chart.

It was a terrible indeed. But one must not judge the hound on that. The ride was quite unfortunate. It is always tough to recover after an early mess. Prior to that loss, the son of Droopys Scolari performed very well.

After taking a couple of A2 wins, the December-09 hound moved up to the A1 class. He missed the gold medal only by half a length on April 9th. It was certainly a confidence-boosting performance by the maverick hound.

He further raised his game to win the race comfortably on the subsequent occasion. On April 16th, he always led the proceedings, and eventually bagged the first prize by three quarters of a length.

Tynwald Extel is highly likely to bounce back to the winning ways. The draw is not a big worry for him. He is due to start from the second trap. If the dashing hound manages to take lead in the beginning, it will definitely be a classy victory for him.

Other hounds in the pack are: Savana Charlie, Tynwald Extel, Youngstown, Oldroad Bluebell, Drumcrow Lauren, and Mosquito Pilot. The 680 metres clash will be started at 20:37 GMT. The winner will take the first prize of 200 pounds.

Oldroad Bluebell was not disgraced when seen over C&D last term. Despite a favourable draw, it is a very hard outing for the blue and white hound. Mosquito Pilot does stick to the task, but must track cleverly.

As far as Savana Charlie?s prospects are concerned, any jostling up front would play into his hands. Youngstown is in patchy form, but would be dangerous if holding pitch. Drumcrow Lauren looks interesting on stepping up to the six bends. Let?s see how she handles the situation. Good luck to all the contenders.

BP hit by wave of new spill lawsuits ahead of April deadline

LONDON (Reuters) - BP Plc has been hit by over 2,200 new lawsuits seeking payback for the 2010 Gulf of Mexico oil spill in the past few weeks as individuals, companies and government bodies rushed to stake their claim before their right to do so expired.

The British oil company, whose deepwater Macondo well ruptured on April 20, 2010, killing 11 men and spilling crude into the sea for weeks, revealed the number of new claims made since March 6 in its first-quarter results on Tuesday.

The United States Oil Pollution Act of 1990, under which most of the new lawsuits were registered, has a three year statute of limitations which could make bringing further legal action difficult after the third anniversary of the disaster.

BP said it would be applying to have the new legal challenges consolidated into a trial that is already under way in New Orleans.

The first phase of the trial of BP and its partners in the well, Transocean and Halliburton , ended earlier in April, but the judge, Carl Barbier, has yet to rule on the degree of blame that will be apportioned to each party and on the level of negligence that will be applied.

Both decisions could have a big impact on the size of BP's final liability, already measured in tens of billions of dollars. His ruling, to be made without a jury as is traditional under U.S. maritime law, could come this summer.

$1.7 BILLION CLAIMS HEADROOM

BP also revealed that its $20 billion spill fund - some of which is earmarked for compensation claims it has already agreed to pay - has only $1.7 billion still unassigned.

The company is fighting to keep a lid on so-called Business Economic Loss (BEL) claims which are being paid out of the fund at a higher rate and to more businesses than it expected.

In the results statement, it raised its estimate of such compensation payouts it can already quantify to $8.2 billion from $7.7 billion previously.

The estimate has been fluctuating up and down since last year, but BP has continued to stress it does not include any BEL claims that have yet to be made or processed. It has said that should BEL claims balloon beyond what the $20 billion fund can pay, it will have to take new charges against its profits on top of the $42.2 billion overall provision it has already set aside.

Israel lawmaker claims Hezbollah getting chemicals from Syria

JERUSALEM (AP) ? A former Israeli defense minister alleged Monday that Syria's chemical weapons are "trickling" to the Lebanese militant group Hezbollah, the first claim by a senior politician in Israel that one of the country's nightmare scenarios is coming true.

Binyamin Ben-Eliezer, who also called for international intervention in the Syria's civil war to stop mass civilian deaths, did not supply any evidence for his claim.

"The process of weapon transferal to Hezbollah has begun," Ben-Eliezer told The Associated Press. He refused to elaborate.

Ben-Eliezer, a retired general who is now a lawmaker from the opposition Labor party, also told Israel Radio that he "has no doubt" that Syrian President Bashar Assad has already used chemical weapons and that that "these weapons are trickling to Hezbollah."

His statements do not represent an official assessment and defense officials say that, while they are concerned about Hezbollah getting chemical weapons, they are assuming it has not yet done so.

Israel has repeatedly expressed concern that Syria's chemical arsenal could fall into the hands of anti-Israel militants like Lebanon's Hezbollah, an Assad ally, or an al-Qaida-linked group fighting with the rebels. Prime Minister Benjamin Netanyahu has warned that militants getting chemical arms or other sophisticated weapons is a red line that could trigger military action.

Israel is widely believed to have carried out an airstrike in Syria early this year on a shipment of sophisticated anti-aircraft missiles allegedly bound for Hezbollah. Israel has all but confirmed it carried out the attack.

Although Assad is a bitter enemy, Israel has been careful not to take sides in Syria's civil war, partly because the Assad family has kept the border with Israel quiet for the past 40 years and because of fears of what would happen if he is overthrown. Israeli military officials believe some Syrian opposition groups, especially those affiliated with the al-Qaida terror group, will turn their focus toward Israel once Assad is ousted.

Ben-Eliezer said he is "amazed by the silence of the world" and that the international community needs to intervene to end the high civilian death toll in Syria's civil war. He said Israel should consider action if there is no international intervention.

"I wouldn't rule out preparing a plan for Israel to act if the world continues to remain silent and the weapons continue to flow to Hezbollah. These are crazy people, terrorists who will not hesitate to use this tomorrow morning," he said.

This week another former defense chief, Environment Minister Amir Peretz, also called for international action in Syria.

Both sides in Syria's civil war accuse each other of using chemical weapons in the war, which according to the U.N. has killed more than 70,000 people.

The U.S. has warned such weapons cross a red line and last week said the weapons were probably used, though it still seeks definitive proof.

Last week, Brig. Gen. Itai Brun, the head of research and analysis in Israeli military intelligence, said Assad's soldiers had used chemical weapons against rebels. He said sarin, a lethal nerve agent, was probably used in one instance. He cited images of alleged victims of the attacks foaming at the mouth and displaying other apparent symptoms of chemical attacks as part of the evidence.

The Israeli government convened its Security Cabinet to discuss Syria on Sunday but no details were released.

Russians to US: Boston bombing suspect, mother discussed jihad in 2011

A big question for lawmakers is whether Tamerlan Tsarnaev received training during his 2012 visit to Dagestan, NBC's Michelle Franzen reports.

Russian authorities have told U.S. investigators they recorded a 2011 telephone conversation between Boston bombing suspect Tamerlan Tsarnaev?and his mother in which the pair discussed jihad, according to a source briefed on the investigation.

The conversation, which the Russians have said was captured electronically via a wiretap, was not presented to U.S. authorities until after the April 15 bombing that killed three people and injured 264 near the finish line of the Boston Marathon, according to the source.

Tamerlan Tsarnaev also mentioned the possibility of a trip to Palestine during the conversation, the source said.

The phone call does not indicate there was clear intelligence that the now-deceased 26-year-old was plotting an attack at the time, counterrorism experts said.

The revelation comes as investigators are looking into questions about whether Tamerlan Tsarnaev and his brother,?Dzhohkar, had any help or training to execute the attack. A key focus of the investigation centers on what?Tamerlan Tsarnaev did during a?2012 trip to Dagestan, southern Russia.

Several former counterterrorism officials told NBC News that investigators?are pointing to major mistakes the brothers made as evidence the duo was untrained and worked alone. Those mistakes include the fact that they made themselves stand out by calmly walking away from the site of the explosions as those around them?panicked. They also had no escape plan and returned home after the bombing. They also allegedly later?had to carjack a man's SUV and steal money using his ATM card.

Tsarnaev died in an early-morning shootout with police on April 19. His 19-year-old brother was taken into custody later that evening.

A badly wounded Dzhokhar Tsarnaev now resides in a federal Bureau of Prisons medical facility in the town of Ayer, 40 miles west of Boston. He has been answering some questions from investigators.

Analysis: No good military options for U.S. in Syria

WASHINGTON (Reuters) - Despite President Barack Obama's pledge that Syria's use of chemical weapons is a "game changer" for the United States, he is unlikely to turn to military options quickly and would want allies joining him in any intervention.

Possible military choices range from limited one-off missile strikes from ships - one of the less complicated scenarios - to bolder operations like carving out no-fly safe zones.

One of the most politically unpalatable possibilities envisions sending tens of thousands of U.S. forces to help secure Syrian chemical weapons.

Obama has so far opposed limited steps, like arming anti-government rebels, but pressure to deepen U.S. involvement in Syria's civil war has grown since Thursday's White House announcement that President Bashar al-Assad likely used chemical weapons.

After fighting wars in Afghanistan and Iraq, the Pentagon is wary of U.S. involvement in Syria. The president's top uniformed military adviser, General Martin Dempsey, said last month he could not see a U.S. military option with an "understandable outcome" there.

"There's a lot of analysis to be done before reaching any major decisions that would push U.S. policy more in the direction of military options," a senior U.S. official told Reuters.

That caution is understandable, given the experience of Iraq where the United States went to war based on bad intelligence about weapons of mass destruction. The Pentagon has made repeated warnings of the enormous risks and limitations of using American military might in Syria's civil war.

STRIKES, NO-FLY ZONE

One form of military intervention that could to some extent limit U.S. and allied involvement in Syria's war would be one-off strikes on pro-Assad forces or infrastructure tied to chemical weapons use. Given Syria's air defenses, planners may choose to fire missiles from ships at sea.

"The most proportional response (to limited chemical weapons use) would be a strike on the units responsible, whether artillery or airfields," said Jeffrey White, a former senior official at the Pentagon's Defense Intelligence Agency and a Middle East expert who is now a defense fellow at the Washington Institute For Near East Policy.

"It would demonstrate to Assad that there is a cost to using these weapons - the problem so far is that there's been no cost to the regime from their actions."

It is not clear how the Syrian government would respond and if it would try to retaliate militarily against the U.S. forces in the region. U.S. military involvement would also upset Russia which has a naval facility on Syria's Mediterranean coast.

Another option that the Pentagon has examined involves the creation, ostensibly in support of Turkey and Jordan, of humanitarian safe areas that would also be no-fly zones off limits to the Syrian air force - an option favored by lawmakers including Senator John McCain of Arizona.

This would involve taking down Syrian air defenses and destroying Syrian artillery from a certain distance beyond those zones, to protect them from incoming fire.

Advocates, including in Congress, say a safe zone inside Syria along the Turkish border, for example, would give needed space for rebels and allow the West to increase support for those anti-Assad forces it can vet.

Still, as officials, including Defense Secretary Chuck Hagel, have warned, once established, a safe zone would tie the United States more closely to Syria's messy conflict. Assad would almost certainly react.

"Once you set up a military no-fly zone or safe zone, you're on a slippery slope, mission creep and before you know it, you have boots on the ground," said Bruce Riedel, a former CIA analyst and Middle East expert at the Brookings Institution.

"Or you end up like Libya where you don't really have a control mechanism for the end-game, should you end up with chaos."

The U.S. military has also completed planning for going into Syria and securing its chemical weapons under different scenarios, including one in which Assad falls from power and his forces disintegrate, leaving weapons sites vulnerable to pillaging.

The U.S. fears anti-Assad Islamist rebels affiliated to al Qaeda could grab the chemical weapons but a U.S. intervention into Syria to get the arms would require tens of thousands of American troops.

Asked if he was confident the U.S. military could secure Syria's chemical weapons stock, Dempsey told Congress: "Not as I sit here today simply because they have been moving it and the number of sites is quite numerous."

IS THERE A WILLING COALITION?

Obama said on Friday that he would seek to mobilize the international community around Syria, as he attempts to determine whether pro-Assad forces used chemical weapons.

British and French officials have long made it clear their countries might be willing to join in any U.S.-led action under the right circumstances.

But Hagel warned last week that "no international or regional consensus on supporting armed intervention now exists." Once a fervent advocate of foreign intervention in Syria, Turkey has grown frustrated with the fractured opposition to Assad and with international disunity.

NATO chief Anders Fogh Rasmussen has ruled out Western military intervention and U.S. Admiral James Stavridis, NATO's supreme allied commander, cautioned last month that the alliance would need agreement in the region and among NATO members as well as a U.N. Security Council resolution - something that looks unlikely given probable opposition from Russia and China.

The Pentagon has focused over the past year on synchronizing defense planning on Syria, including with Britain, France and Canada.

It is also enhancing its military presence in Jordan by ordering some 200 Army planners into Jordan to focus on Syria scenarios. That would be a better group to coordinate any military or humanitarian action than the ad-hoc U.S. military team previously in Jordan.

Obama met Jordan's King Abdullah at the White House on Friday and Hagel traveled to Jordan this week, as well as to Israel, Saudi Arabia, Egypt and the United Arab Emirates.

"It seems increasingly clear that the Obama administration is feeling pressure to act," said Mona Yacoubian, a former State Department official and now a Syria expert at the Stimson Center in Washington.

"But they will likely seek two things: conclusive evidence and multilateral support/participation in whatever action (they) choose, which I think would be limited, targeted air strike."

According to a statement on the provincial government website, a group ?planning to conduct violent terrorist activities? armed with knives seized three local officials who had surprised them in a house near the city of Kashgar (see map).

They then killed the three hostages and 12 of the policemen and local community workers who came to the rescue, setting fire to the house before armed police regained control of the situation, killing six of the suspects and arresting eight of them, the statement said.

The Chinese authorities have given only sketchy details of the incident, and have not accused any particular group of responsibility. Beijing has previously blamed Islamist separatists for earlier violent attacks on officials.

Xinjiang, once a predominantly Muslim province in China?s far west, has seen massive settlement by ethnic Han immigrants in recent decades. Local people complain that their culture and language are being eroded and that Han now outnumber original inhabitants, who are ethnic Uighurs, with linguistic and cultural ties to central Asian peoples.

Violence flares sporadically, despite a stiflingly heavy handed police and army presence. In 2009 almost 200 people were killed ? mostly ethnic Han ? in deadly rioting in the provincial capital of Urumqi. Last month the government announced that courts in Xinjiang had sentenced 20 men to prison terms as long as life for plotting jihadi attacks.

The men ?had their thoughts poisoned by religious extremism,? according to the Xinjiang provincial website, and had ?spread Muslim religious propaganda.?

Determining the truth behind such allegations, and incidents such as Tuesday?s clash,?is difficult. Chinese media are not allowed to carry reports other than those by the state-run news agency Xinhua and foreign reporters have found themselves restricted and harassed when trying to work in Xinjiang.

A leading Uighur activist, Dilxat Raxit, who lives in Germany, questioned the official account, telling the AP that local residents had reported that the police sparked the incident by shooting a Uighur youth during a house search.

It was not clear how the suspects, armed only with knives, had managed to kill 15 policemen and local officials before they were subdued.

China has often accused a shadowy group known as the East Turkestan Islamic Movement of being behind violence in Xinjiang, but foreign observers are dubious, with some saying that Beijing deliberately exaggerates the terrorist threat in order to justify the iron grip it keeps on Xinjiang.

The US State Department put the group on its terrorist watch list in 2002, but has since removed it amid doubts about whether the group is a real organization.?

The proposed policy by the Boy Scouts, announced recently, is to welcome youths into the organization, regardless of sexual orientation, but to maintain a ban on gay adults serving in the organization. The proposal must be approved by the Scouts?National Council at a meeting in Texas the week of May 20.

It?s an effort to quell rising controversy, but it comes with its own ability to stir passionate arguments.

On the one hand, an important ally of the Boy Scouts, the Mormon church, has given an important welcome to the move. Important because of the reiligion?s large involvement in Scouts, along with other churches.

On the other hand, many groups and individual Americans are voicing criticism of the Scouts? proposal as not going far enough. If a young man earns his way to be an Eagle Scout, they ask, is it fair to bar him from becoming a troop leader later in life, based on sexual orientation?

The Boy Scouts of America is walking a line more difficult than many a woodland ropes course: Any position it takes will come in for significant criticism.

Among Boy Scouts members in the heavily Mormon Great Salt Lake Council, some 4 in 5?Scout?leaders and parents said they're opposed to lifting the ban on gays, the Associated Press reported. Nearly half of some 4,700 respondents to the survey said they would quit the?Scouts?if the ban on gays is lifted.

But the Church of Jesus Christ of Latter-day Saints said Thursday that ?while the Church?has not launched any campaign either to effect or prevent a policy change, we have followed the discussion and are satisfied that BSA has made a thoughtful, good-faith effort to address issues that, as they have said, remain ?among the most complex and challenging issues facing the BSA and society today.?

The statement is significant, because of the strong role that Mormon churches and families nationwide play in sponsoring scout groups. The church sponsors 25 percent of all local Cub?Scout?and Boy?Scout?groups, and accounts for 15 percent of the Boys Scouts? total membership of 2.7 million, according to a Saturday news report in the New York Times.

The Boy Scouts of America, defending its proposed policy, said in a recent statement that ?while perspectives and opinions vary significantly, parents, adults in the Scouting community, and teens alike tend to agree that youth should not be denied the benefits of Scouting.?

At the same time,?many people involved in scouting nationwide are reluctant to change the current policy on adults in the group. The group?s current policy is that ?While the BSA does not proactively inquire about sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or who engage in behavior that would become a distraction to the mission of the BSA.?

Crosby practices, return from broken jaw uncertain

CANONSBURG, Pa. (AP) ? Pittsburgh Penguins star Sidney Crosby has returned to practice, but his status for next week's playoff opener remains uncertain.

Crosby hasn't played since breaking his jaw last month. He took part in non-contact drills on Friday, wearing a protective facemask that he'll likely keep on for the duration of the postseason.

The NHL's second-leading scorer says he feels good and he's not concerned about the layoff. Crosby has undergone several dental procedures over the last four weeks to help repair some of the damage and admits he can tell something's a little off.

Wall Street rises on earnings, data, but record a hurdle

NEW YORK (Reuters) - U.S. stocks rose on Thursday, lifted by stronger-than-expected earnings and a large drop in weekly jobless claims.

The S&P 500, up for five straight sessions, traded within a point of its record closing high before shedding about half of the day's gains. The high was near the 1,593 level that is expected to be technical resistance.

Telecommunications companies' shares led the S&P 500's advance, with the sector's index <.splrcl> up 1.7 percent. Verizon Communications hit a 13-year high with a 2.7 percent jump to $53.22 after sources told Reuters it has hired advisers to prepare a possible bid to take full control of Verizon Wireless.

Dow Chemical posted a 33 percent jump in quarterly profit as farmers in the Americas bought more of its seeds and pesticides, sending its shares up 5.6 percent to $33.97.

Market participants expected the first quarter to be difficult for corporate America after cuts in government spending and the payroll tax hike earlier in the year.

"But consumers are holding on pretty well," said Peter Jankovskis, co-chief investment officer of OakBrook Investments LLC in Lisle, Illinois.

"There's optimism out there that conditions will improve," he said. "There's potential for an uptick in the economy."

The Dow Jones industrial average <.dji> rose 24.50 points or 0.17 percent, to 14,700.80 at the close. The S&P 500 <.spx> gained 6.37 points or 0.40 percent, to 1,585.16. The Nasdaq Composite <.ixic> added 20.33 points or 0.62 percent, to close at 3,289.99.

Expectations were lowered sharply before the start of the current reporting season and 68 percent of S&P 500 companies that have reported results so far have beaten earnings forecasts. However, less than 42 percent have beaten revenue forecasts - below the average beat rate of 52 percent over the last four quarters.

Thursday's U.S. data gave a less worrisome view of the economy than other data of late. Initial claims for unemployment benefits in the latest week dropped 16,000 to a seasonally adjusted 339,000 compared with expectations for 351,000.

Cliffs Natural Resources jumped 15 percent to $20.95 after it posted earnings late on Wednesday that were much better than analysts had estimated.

On Nasdaq, Alexion Pharma shares jumped nearly 11 percent after the company reported earnings and revenue above expectations. Akamai Tech soared almost 18 percent after a surge in earnings and a rosy outlook for this quarter. Alexion shares rose 10.7 percent to end at $98.82 and Akamai spiked 17.7 percent to close at $42.48.

UPS Inc , the world's largest package-delivery company, advanced 2.3 percent to $85.42 after it reported a quarterly profit above analysts' estimates.

But Exxon Mobil Corp and 3M Co bucked the trend as their shares fell.

Exxon Mobil shares slid 1.5 percent to $88.07 after it said quarterly profit edged up, helped by its chemicals business, but oil and gas production fell.

Fellow Dow component 3M Co lost 2.8 percent to $104.88 after the diversified U.S. manufacturer posted first-quarter earnings and revenue that missed Wall Street's expectations and cut its 2013 profit forecast.

About 6.8 billion shares changed hands on the New York Stock Exchange, the Nasdaq and NYSE MKT, more than the daily average so far this year of about 6.38 billion shares.

On the NYSE, advancers outnumbered decliners by a ratio about 2 to 1, while on the Nasdaq, roughly five stocks rose for every three that fell.

MPs criticise accounting firms on tax avoidance

LONDON (Reuters) - MPs criticised the role of accounting firms in helping big companies avoid paying tax and said in a report on Friday that close corporate relationships with government raised concerns about undue influence on tax policy.

Corporate tax avoidance has risen to the top of the political agenda in Britain in the past year following reports which showed some major companies paid little or no tax in the country by shifting profits to tax havens.

While the four biggest accounting firms, KPMG, Deloitte, Ernst & Young and PricewaterhouseCoopers said they no longer advised on aggressive tax avoidance plans, the Public Accounts Committee said: "They are still devising complex schemes that look artificial".

It went on to say the accounting firms were still prepared to recommend tax arrangements which had as little as a 50 percent chance of being successful if challenged in court.

The report also questioned the way staff from the "Big Four" were seconded to the government to help draft tax rules.

"The large accountancy firms are in a powerful position in the tax world and have an unhealthily cosy relationship with government," Committee chair Margaret Hodge said.

But the firms said they behaved ethically and that the complexity of tax law was largely to blame for any appearance to the contrary. They welcomed the committee's calls for the rules to be simplified.

"We perform an essential function in the UK economy by helping our clients navigate this complexity," Bill Dodwell, Head of Tax Policy at Deloitte said.

The committee called on companies to disclose more information about their tax affairs. The government has also called for more disclosure but has said it wants this to be done on a voluntary, rather than a mandatory, basis.

Novel approach to find RNAs involved in long-term memory storage

Apr. 25, 2013 ? Despite decades of research, relatively little is known about the identity of RNA molecules that are transported as part of the molecular process underpinning learning and memory.

Now, working together, scientists from the Florida campus of The Scripps Research Institute (TSRI), Columbia University and the University of Florida, Gainesville, have developed a novel strategy for isolating and characterizing a substantial number of RNAs transported from the cell-body of neuron (nerve cell) to the synapse, the small gap separating neurons that enables cell to cell communication.

Using this new method, the scientists were able to identify nearly 6,000 transcripts (RNA sequences) from the genome of Aplysia, a sea slug widely used in scientific investigation.

The scientists' target is known as the synaptic transcriptome -- roughly the complete set of RNA molecules transported from the neuronal cell body to the synapse.

In the study, published recently in the journal Proceedings of the National Academy of Sciences, the scientists focused on the RNA transport complexes that interact with the molecular motor kinesin; kinesin proteins move along filaments known as microtubules in the cell and carry various gene products during the early stage of memory storage.

While neurons use active transport mechanisms such as kinesin to deliver RNA cargos to synapses, once they arrive at their synaptic destination that service stops and is taken over by other, more localized mechanisms -- in much the same way that a traveler's bags gets handed off to the hotel doorman once the taxi has dropped them at the entrance.

The scientists identified thousands of these unique sequences of both coding and noncoding RNAs. As it turned out, several of these RNAs play key roles in the maintenance of synaptic function and growth.

The scientists also uncovered several antisense RNAs (paired duplicates that can inhibit gene expression), although what their function at the synapse might be remains unknown.

"Our analyses suggest that the transported RNAs are surprisingly diverse," said Sathya Puthanveettil, a TSRI assistant professor who designed the study. "It also brings up an important question of why so many different RNAs are transported to synapses. One reason may be that they are stored there to be used later to help maintain long-term memories."

The team's new approach offers the advantage of avoiding the dissection of neuronal processes to identify synaptically localized RNAs by focusing on transport complexes instead, Puthanveettil said. This new approach should help in better understanding changes in localized RNAs and their role in local translation as molecular substrates, not only in memory storage, but also in a variety of other physiological conditions, including development.

"New protein synthesis is a prerequisite for maintaining long term memory," he said, "but you don't need this kind of transport forever, so it raises many questions that we want to answer. What molecules need to be synthesized to maintain memory? How long is this collection of RNAs stored? What localized mechanisms come into play for memory maintenance? "

As Ghana's economy booms,?its consumers no longer want used appliances shipped in from the West. Now that 'e-waste' is filling dumps and causing environmental woes.

What was once a park in Ghana?s capital of Accra is now a blackened expanse, issuing acrid smoke from burning piles of plastic and metal. Industrial junk ?heaps of old car doors and appliances ? is scattered everywhere. ?A man walks past, carrying the carcass of a full-sized refrigerator on his head.

This is Agbogbloshie, an illegal dump where junked, cast-off appliances from around the world get turned into scrap metal.

Hundreds of shipping containers packed with used refrigerators, old computers, washing machines, and other appliances arrive in Ghana every month. Until recently, many of those appliances sold at a premium. But changing habits of consumers at a time when West Africa is experiencing growth means that more and more secondhand imports are being discarded from the retail market.

Instead, they are finding their way directly to the dump, exacerbating a waste problem that Ghana can?t afford to fix right now.

Ghana once welcomed secondhand imports of everything from TVs to clothing because even locally-produced products were too expensive for average buyers. But that?s rapidly changing: Ghana?s economy grew by 8 percent in 2012, and manufacturers have taken notice of the country?s growing base of consumers. Many are stepping up production on the continent.

Yet shipments of used appliances keep arriving because old appliances are considered hazardous waste, and are expensive to dispose of. Overseas firms seeking to rid themselves of old computers or car parts often donate or sell them, tossing them into a shadowy international supply chain that?s hard to follow. In 2010, environmental activists at Agbogbloshie discovered in old computers several hard drives that appeared to belong to US defense contractors?and school districts.

?There have been a lot of quotes [in the world press] about the West dumping its e-waste into Africa,? says Tatiana Terekhova, an electronics waste expert at the United Nations. She suggests that shipments can be both legal and illegal. While some of the arriving goods are simply junk, she says, most have been working appliances that have fed a demand for consumer electronics from Ghana's rising middle class.

Now, soaring scrap metal prices have turned Agbogbloshie into an ad-hoc outdoor factory. A workforce of children and teenagers root, smash, and burn through the world?s electronic junk to rip out valuable components. Often, a cocktail of toxic chemicals is released in the process.

Children like 11-year-old Al-Hassan who ? wearing pink flip-flops and a look of tired determination ? drags an old stereo speaker along the ground through charred plastic and metal. The magnet inside the speaker attracts a small price, and the boy earns about a dollar a day selling to scrap dealers.

In turn, these dealers illegally export scrap metal, disguised as legal goods like timber or cashew nuts, and in 2010, Ghana's port authority estimated those exports at around $40 million in value.?

Ghanaian legislators recently passed a?ban on imports of used refrigerators. But the government is a long way from ending the destructive trade, says Accra city council spokesman Numo Blafo III, who claims that toxic waste from the dump is harming a lagoon that abuts the park-turned-dump.?

?The scrap dealers pouring their e-waste into the lagoon have actually polluted it ? all marine life is dead,? he says. "But even the government is finding it difficult to remove them. It seems nobody can stop them.?

Canada terror suspect grew more radical

TORONTO (AP) ? One of two men accused of plotting with al-Qaida members in Iran to derail a train in Canada became radicalized to the point that his father reached out to a Muslim support group for help and advice, a local religious leader said Wednesday.

Muhammad Robert Heft, president of the Paradise Forever Support Group Inc., a non-profit organization that provides support to Muslims in Canada, said Mohammad Jaser came to him several times citing concerns about the radicalization of his son.

"He came to me about his son saying he how concerned he was getting about the rigidness of his son and his interpretation of Islam. He was becoming self-righteous, becoming pushy, pushing his views on how much they (his family) should be practicing as a Muslim," said Heft.

Jaser's son, Raed, 35, has been charged along with Chiheb Esseghaier, 30 with conspiring to carry out an attack and murder people in association with a terrorist group in their plot to derail a train that runs between New York City and Montreal.

Canadian investigators say the men received guidance from members of al-Qaida in Iran. Iranian government officials have said the government had nothing to do with the plot.

"His son was becoming overzealous and intolerant in his understanding of the religion," Heft said. "Those are the telltale signs that can lead into the radicalization process."

The discussions took place between 2010 and 2011, while the father was renting a basement apartment in Heft's home in Markham, Ontario.

On Wednesday, the other suspect appeared briefly in court where he made a statement suggesting he did not recognize the court's jurisdiction.

"This criminal code is not a holy book," Esseghaier said at the hearing. "We cannot rely on the conclusions taken out from these judgments."

At the hearing Esseghaier rejected the allegations against him and declined to be represented by a court-appointed lawyer.

Jaser had appeared in court Tuesday and did not enter a plea. The court granted a request by his lawyer, John Norris, for a publication ban on future evidence and testimony.

Both men were ordered to return to court on May 23.

"We are waiting for the disclosure and we will be defending against the charges," Norris said in a telephone interview on Wednesday.

Norris declined to comment when asked if he wanted his client's case separated from Esseghaier, who has spoken out twice in court despite being advised not to.

Police ? tipped off by an imam worried by the behavior of one of the suspects ? said it was the first known attack planned by al-Qaida in Canada. The two could be sentenced to life in prison if convicted.

The case has raised questions about the extent of Shiite-led Iran's relationship with al-Qaida, a predominantly Sunni Arab terrorist network. It also renewed attention on Iran's complicated history with the terror group, which ranges from outright hostility to alliances of convenience and even overtures by Tehran to assist Washington after the Sept. 11, 2001, attacks on the United States. Canadian police said this week they didn't think it was a case of state sponsored terrorism.

Law officials in New York with knowledge of the investigation told The Associated Press the attack was to take place on the Canadian side of the border. They are not authorized to discuss the investigation and spoke only on condition of anonymity.

Norris has questioned the timing of the arrests, pointing to ongoing debates in the Canadian Parliament over a new anti-terrorism law that would expand the powers of police and intelligence agencies.

Norris has noted Jaser was a permanent resident of Canada who has lived there for 20 years. Norris refused to say where Jaser was from, saying that revealing his nationality in the current climate amounted to demonizing him.

Canadian police have declined to release the men's nationalities, saying only they had been in Canada a "significant amount of time." But a London-based newspaper Al Arab reported Wednesday, citing unnamed sources in the Gulf, that Jaser is a Jordanian passport holder with full name Raed Jaser Ibrahim Amouri, who had visited the UAE several times and most recently in September 2011. The newspaper reported that the suspect also visited other Gulf countries including Qatar and Saudi Arabia. It was not possible to independently confirm the report.

Esseghaier, in a profile on a university department website ? which has since been removed ? says he was born in Tunis, Tunisia.

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security. Canadian police said the men never got close to carrying out the attack.

The warning first came from an imam in Toronto, who in turn was tipped off by suspicious behavior on the part of one of the suspect.

South African stocks mostly flat as gold rebounds

JOHANNESBURG (Reuters) - South African stocks ended mostly flat on Wednesday as gains by resource producers including Harmony Gold offset declines from a mixed bag of companies that reported disappointing earnings.

Agricultural services company Afgri was one of the biggest losers on the broad All-Share index, sliding nearly 6 percent to 4.80 rand after it warned full-year earnings would likely fall by as much as 40 percent.

The benchmark JSE Top-40 index gained 0.07 percent to 34,191.83 and the All-Share index rose 0.1 percent to 38,783.07.

"For shorter term traders, our gold shares look like they are offering good value at the moment, as long as the gold price continues to recover," said Greg Davies, an equities trader at Cratos Capital.

Investors were still skittish about the prospects for Africa's largest economy after state utility Eskom warned earlier this week it may have trouble keeping the lights on in the coming months.

A power crunch in 2008 shut mining firms and factories, costing the economy billions of dollars in lost output.

South Africa's No. 3 gold producer Harmony was the second-biggest gainer on the All-share index, rising nearly 5 percent to 44.97 rand. Bigger rival Gold Fields was up 4.2 percent at 64.50 rand.

Vodacom made its biggest one-day jump in five months, gaining 3.5 percent to 108.59 rand, after the mobile telephone operator said it expected full-year earnings to rise by as much as 25 percent.

Rival MTN, Africa's leading mobile operator, posted gains of nearly 2 percent to 165.04 rand.

Tech firm Allied Technologies was among the losers, falling 4.2 percent after it reported a 23 percent drop in full year profit.

Trading was robust with more than 200 million shares changing hands, according to preliminary bourse statistics. Decliners outpaced advancers 153 to 131.
